Character Name: Delsin Rowe

Personality:
In terms of character, Delsin Rowe is almost entirely what he appears to be on the surface. He's a thrill-seeker: cocky, excitable, and curious, taking to his circumstances with an almost childlike enthusiasm and disregard for consequences. Case in point, his pastime of choice and, if you asked him, his calling is anti-authoritarian street art (think the likes of Banksy or Above) and multiple arrests for misdemeanor vandalism have done little to nothing to dissuade him from this. His politics aren’t necessarily developed from an intellectual standpoint - when pressed to use his words instead of his art, he makes vague statements about there being “some scary shit out there” - but he has a solid understanding of current events and is in fact one of the first characters in-canon to realize that the government is deliberately manipulating the news to cause a panic, so it would seem it’s more of a case of him being bad with words than being stupid or ill-informed.
However, Delsin also has something of a simplistic worldview, and this combined with his general “act first, think later or possibly never” attitude tends to get him and the people around him into trouble. On multiple occasions, he approaches people who appear to be in danger with his powers on full display and is surprised when they react with fear or try to attack him, despite knowing full well that superpowered individuals - or conduits, as they’re known in-universe - are widely perceived as terrorists or dangerous monsters by society at large. This almost gets him killed several times, but he never seems to learn from it, insistently adhering to the idea that people should be given a chance rather than judged on sight. It isn’t a purely self-serving desire either, as he proves more than willing to apply this same standard to himself. One of his first acts in the game, notably before his powers awaken, is to run into the burning wreckage of a prisoner transport vehicle and rescue a trapped convict without a second thought for his own safety.
On the flip side, Delsin also doesn’t hesitate to resort to violence if a situation turns south or if he thinks it’s necessary and, as someone officially recognized as a terrorist by the government, both of those conditions are met more often than not. It should be noted that his campaign against the Department of Unified Protection is motivated by needing to confront their leader to gain the cure for an ailment that threatens to kill his entire hometown - one that she inflicted upon them in the first place - so he’s far from aimless or even unwarranted or undeserved by any means, but it is something he proves willing to do for the right cause. While he goes out of his way to avoid lethal take downs whenever possible, the chaotic nature of urban combat means that occasionally someone will have to die. He’s under no illusions about this, being quick to call his brother out when the latter calls another conduit a murderer, saying “what do you think I’m doing to those DUPs?” and is quick to point out that they’d just as soon do the same to him if he didn’t defend himself.
On a much lighter note, another important thing to understand about Delsin is his capacity for and tendency towards mischief. This is perhaps best exemplified in the game’s opening scene, wherein he paints over a billboard congratulating his older brother Reggie on his promotion to the town’s sheriff, adding an oversized donut and squirt gun, and the other characters’ subsequent reactions strongly imply that this is the sort of thing he gets up to on a regular basis. Indeed, most of his other murals throughout the game are of a similar, lightheartedly ribbing nature, though in the name of taking slightly more pointed jabs at the DUP rather than his brother. In general, he seems to revel in attention, repeatedly painting over DUP billboards and prank calling their official help line both to provoke the DUP into confronting him and to enjoy the phone operator’s increasingly exasperated responses.
He’s not all smiles and confidence though, despite what he’d have you believe. He gets frustrated and defensive when his older brother questions what he’s doing with his life, and when someone offers him an opportunity to change things for the better his response is to say that he’s not sure he’s ever managed to make a difference before, though more to himself than anyone else. In fact, much of what he says about how much he enjoys having his powers appears to be posturing, at least at first. His immediate reaction to his powers activating is to panic and search for a way to “fix” himself before he becomes a monster and a killer, as he then believed all conduits to be. It’s only around Reggie that he continually insists that he’s fine, that having powers is awesome and he’s not worried at all while he actually confides to an older member of his tribe that he’s worried about having become “one of them”. It isn’t until later, when he realizes that he can use his powers to help people and make a difference that he fully embraces and begins to take real joy in what he can do, and even then there remains a sense of need to compete with his more traditionally successful sibling.
